Structure and By Laws

Pakistan Society of Physical Medicine and Rehabilitation is the national society of Physical Medicine and Rehabilitation which is registered with the Government of Pakistan; No. RP/7625/L/S/12/937 under Act XXI of 1860 as of date May 17, 2013.

Articles Of Society

CLAUSE

The infrastructure of the society and the powers delegated to each body are as:-

 Patron

He will be the constitutional Head of the society. All matters of the society will be brought to his knowledge before execution in matters of dispute not being resolved by the society, his ruling will be considered final.

 President.

He will be Chief Executive and representative. He will be responsible for the supervision of the work of society and will preside over regular and annual meetings of the society.

Vice President

He will work as president in the absence of the president and will also assist the president and look after the matters in consult with the president

General Secretary.

He will be responsible to execute the decisions of managing committee and to keep proper records of proceedings of all the meetings. He will execute and enforce resolution passed in the meetings with the provision of the consultation of the society. He will be the custodian of the society and will control the record of society.

Joint Secretary.

He will work as Secretary in the absence of general secretary and he will also assist the matters as required by the secretary.

Finance Secretary.

He will be responsible for all funds of the society. He will keep accounts of receipt and expenditure

Executive Members.

They will participate in the activities of managing committee as required by the managing committee.

Managing Committee.
  1. President
  2. Vice President
  3. General Secretary
  4. Joint Secretary
  5. Finance Secretary
  6. Members elected by the general body through election. It will enjoy the powers of general body as desired or required.
General Body.

It comprises all the members of the society. It is a high powered body and all the decisions taken in the general meeting and extra ordinary general meetings shall be binding on all its members.

CLAUSE -II.

Membership.
  1. Every medical graduate of either sex who holds post graduate qualification in the subject of physical medicine & rehabilitation will be full member. He will have the right to vote.
  2. Those having experience in physical medicine & rehabilitation subject as working in this department without post graduate qualification will be honorary members. They will not have the right to vote however for all other matters they will be eligible to participate in all activities of the society.

CLAUSE – Ill.

Termination of the membership.
  1. Every member who behaves or acts against the aims and objects of the society either by the active behavior resolution passed against him/her by the managing committee
  2. Every member who fails to pay the membership fee for one year, will be removed from the membership of the society after being given 15 days’ notice.
  3. Resignation accepted by the managing committee.
  4. Final conviction and sentence by a court of law involving moral turpitude.

CLAUSE -IV.

Restoration of membership.

Any member, whose membership has been terminated by the society, can be re-enrolled in the society with the approval of managing committee.[/vc_column_text][/vc_tta_section][vc_tta_section title=”Clause V – General Body ” tab_id=”1478676722116-1bf75315-b0c7″][vc_column_text]

CLAUSE -V.

General Body.

All the affairs regarding finance, administration or others shall be conducted and approved by the general body of the members. General body will exercise his powers through managing committee.

CLAUSE -VI.

Meeting.

1. General body will meet once in a year in December, it will deal with the following business:

a. It will approve and adopt the report of work done by the society annually and approve the accounts.

b. It will elect the new office bearers of the society.

c. It will confirm the minutes of the last annual general meeting. d. It will deal any other existing matter of the society.

 Managing Committee

The ordinary meeting of the general body of the meeting committee will be held every three months on a date fixed by the society in January, April, July and October.

Extra ordinary general body meeting.

The Extra ordinary general body meeting of the society may be held as may be deemed necessary by the president or in pursuance or direction issued to him by the managing committee and shall be held fortnightly, signed by not less than two third members.

Quorum

Two third of the members I office bearers will be the quorum for the general body I managing committee meeting respectively.

Extra ordinary managing committee meeting.

a. Notice for the annual general body meeting of the society shall be issued not less than 21 days before the date fixed.

b. Notice for the ordinary meeting of managing committee shall be issued
not less than 14 days before the date fixed.

c. Notice for the extra ordinary meeting of the managing committee may be issued not less than 7 days before the date fixed.[/vc_column_text][/vc_tta_section][vc_tta_section title=”Clause VII – Funds” tab_id=”1478676754663-9bcc696e-b1ab”][vc_column_text]

CLAUSE -VI.

Funds:

The society funds will be generated through:

a. Admission fee Rs.2000- once at the time of admission.

b. Subscription Fee Rs.2000- per annum.

CLAUSE -VIII.

Operation of Bank Accounts:

The funds of society will be deposited in any scheduled bank approved by the managing committee in the name of “Pakistan Society of Physical Medicine and Rehabilitation”. The bank account will be operated by the joint signatures of any two of the followings:

  • President
  • Secretary.
  • Finance Secretary.

CLAUSE -IX.

Amendments in the Articles:

Any amendments or introduction can be moved by any member. The motion is to be submitted to the secretary six weeks before the general body meeting. Secretary will submit the motion to the managing committee. If the motion is recommended by the managing committee than it can be put in the general body meeting as a part of scheduled agenda, if such amendment is approved by two third majority of general body. It will become a part of this rule

CLAUSE -X.

Decisions.

If two third members of the general body with the approval of the general body considered that society should be dissolved, it will be considered as dissolved.

CLAUSE -XI.

If any matter or something which is not described in the constitution will be decided by the managing committee subject to the approval of general body.

Definitions:

Articles of society means Articles of Pakistan Society of Physical Medicine & Rehabilitation as originally framed or as altered time to time by general body meeting.

Office bearers means any member holding the post in the managing committee and it will include President, Vice President, General Secretary, Finance Secretary, Joint Secretary, Secretary Publication, Members Executive Committee.

Members means a member of society registered under clause – II of
